Rivian’s nabs another approval from Normal Town Council
On Monday, September 16, 2024, the Normal Town Council approved Rivian’s preliminary expansion plans.
The Council Meeting’s Report states the following about Rivian’s Preliminary Subdivision Plan:
“Approval of the proposed Preliminary Subdivision plan would support Rivian’s expansion by planning for development west of the current manufacturing facility. This would support the Comprehensive Plan’s Economic Vitality and Health and Sustainability goals, as the expansion would create more jobs in the electric vehicle manufacturing sector.”
In 2021, Rivian purchased 380 acres of unannexed farmland to the west and across from Rivian Motorway. The company purchased the land due to its expected growth.
Last month, the Normal Town Council approved Rivian’s expansion plans to prepare for R2 production. The expansion plans included a new R2 building and a few other buildings that would increase Rivian’s Normal plant site by 5%. All the new buildings would connect to the R2 production facility.
Rivian’s expansion plans also proposed four new parking areas, including a lot exclusively for employee vehicles. The parking facilities also include spaces for bicycles and inventory from the Normal production plant. The company plans to add wayfinding signs to facilitate safer and more efficient vehicular traffic.
The recent Council approval appears to be related to Rivian’s parking plans. The company needs to go through two more processes before starting development on the plot of land west of its facilities.
First, the lot in question must be converted to a “lot of record” through a final plat process. Rivian may receive approval for the final plat process through the Council. It does not have to go through the Planning Commission process.
Second, Rivian needs approval for its site plan from the Council. The site plan must include building locations, landscaping, outdoor lighting, signage, and other fixtures.
