Rivian Expanded Enterprise Zone Approved By Normal, IL Council for Factory Expansion
The Normal Town Council approved the extension of the Rivian factory’s enterprise zone. As a result, the company is one step closer to receiving more tax breaks. Extending the factory’s enterprise zone means Rivian will not have to pay sales taxes on building materials for the expansion.
However, Rivian still needs to receive approvals from the McLean County Board, Ford County Board, and the cities of Bloomington and Gibson City before it is considered by the state of Illinois. If fully approved, Rivian’s enterprise zone would cover 320 acres at Rivian Motorway, across from the company’s factory.
Rivian is looking to leverage the Normal Town Council to get some additional tax breaks in conjunction with the plant expansion needed for R2. If successful, they would pay less in sales tax on building materials needed to expand into the new zone.

The state of Illinois is already set to provide $827 million to Rivian over the next 30 years for R2 production, according to a WGLT News report. With the approved fund, the electric vehicle (EV) maker is expected to expand its Illinois production factory and hire at least 550 full-time employees to build Rivian’s R2 sports utility vehicle.
Rivian decided to start R2 production at its factory in Normal, Illinois. However, its plans for a Georgia plant are still alive. Rivian’s Georgia plant is crucial to scale production of its R2 and R3 electric vehicles.
